Efekty uczenia się: |
Wiedza: Students shall get: 1. theoretical justification of the government involvement in the economy, 2. how public resources are managed in the market economy, 3. the details of accumulation and distribution of public resources, 4. existing organizational and legal forms of the sector of the public finance entities, 5. assessment of efficiency of government programs, 6. methods of revealing social preferences, 7. methods of improving social welfare due to governemnt activities. Umiejętności: Students should learn: 1. the specific rules of the functioning of the public finance sector and regulations of the management of the public funds, 2. understand mechanism of the creation of the deficit and debt of the public sector, 3. to analyze public sector programs, 4. to identify need for public intervention, 5. to assess risk of fiscal crises and operational risks in public debt management, 6. to understand of the needed changes in the public sector knowing the experience of other countries. Kompetencje społeczne: Students should be able to: 1. analyze the public sector programs / budgets , 2. asses social aspects of the fiscal policy and its impact on social welfare, 3. find information on the public sector solutions in other countries. 4. recognize the importance of social determinants in the conduct of fiscal policy |

Public finance refers to a part of financial system, its tasks, institutions, instruments and rules of its functioning. The key issue is to understand when free (private) markets fail and, thus, how governement and its regulatory actions may improve social welfare. These phenomena are explained from both microeconomic and game theory perspective. It is also important to understand the role of governement / state finances in the economy both from the perspective of revenues (taxation) and expenditures (conducted public policies). In addition, an efficiency of a specific government program is evaluted (as a case study). |
